摘要 PPP模式在数字城市项目建设中的应用研究 硕士： 导师：仇向洋教授 东南大学 摘要 随着1998年“数字地球”概念的提出，作为其战略支撑的“数字城市”的建设只趋升温。美国等发达国家相继展开了“数字城市”的建设并取得了巨大成效，我国的许多城市也将“数字城市”建设列入了“十一五”计划。伴随着数字城市建设的不断推进，有关数字城市建设的研究也在不断深入，但是现有的研究大多集中在对技术的层面和数字城市的建设框架等方面，很少涉及数字城市项目的运作和管理。 本文以经济学和企业管理的有关理论为基础，从企业化运作公品的理念出发， Prirate研究了PPP Public中的三个主要问题：一是适用性问题，即为什么PPP模式可以应用于数字城市的建设中，论文用PPP在的成功应用案例对此进行了论证：二是在数字城市项目中如何应用PPP模式，论文从PPP项目公司的构建和运营两个角度展开论述：三是如何评价PPP模式在数字城市建设中应用的效果。 通过研究得到了以下三点结论： 第一，数字城市项目类似于城市基础设施建设项目，是公益性为主项目，如果用企业化方式来运作，PPP模式是可选的模式之一，论文对其适用性进行了论证； 第二，数字城市PPP项目运作过程中需要考虑多个问题，论文重点解决PPP项目公司的构建，公私利益相关者的职责和关系的协调，以及可能存在的风险和应对措施； 第三，将PPP应用在数字城市项目中，需要对其效果进行评价，论文给出了一些评价的原则、方法和内容等。
