本文主要研究基于3S技术的资源环境信息系统建立的理论和技术方法。文章在论述了3S技术、资源环境信息系统的基本概念、理论方法和技术体系基础上，详细分析了3S技术在新疆土地资源环境系统的应用过程。论文分为三个部分，第一部分论述3S技术的理论基础及其在资源环境应用中的技术体系。内容包括3S技术的基本概念，基本理论与方法，以及基于3S技术的资源环境信息系统的关键技术方法。3s技术第二部分是本文的主体，具体分析了3S技术在新疆资源环境信息系统建立过程中的具体应用。3s技术内容按照实际工作过程来阐述，从资源环境调查的基础体系、技术路线及分类体系，到具体的实施细节，包括遥感信息源的选取、TM遥感图像的处理理论和几何校正、镶嵌处理；随后的遥感图像判读解释过程，内容包括解译标志的建立。提出和比较了多种数字化的实施方案；分析了数字化误差产生的原因并提出了误差检查和数据修正与精度检验的方案，以及野外GPS验证系统的设计过程及实现技术。最后是新疆资源环境空间的构建；包括构建的理论基础，和构建的方案（基于文件的设计和全关系的设计）以及的更新技术。第三部分是新疆资源环境大型的部分应用。利用新疆1:10万土地资源遥感的空间数据，从土地利用和土地覆盖的研究角度对新疆土地资源遥感的空间数据，从土地利用和土地覆盖的研究角度对新疆土地资源环境的总体情况进行了分析阐述；具体是采用土地利用程度的模型研究方法，分别用植被指数，土地利用程度指数，土地垦殖率等指标对全疆及各县市的土地资源环境情况，空间分布特点进行了分析和对比研究。

整个论文不仅系统地论述了各个阶段涉及的理论和技术，而且总结了实践过程中的经验，提出了改进技术和方案，为区域资源环境系统的建立提供了较完整的实现技术，具有较强的现实意义。The study results of the Resources & Environment Information System based on 3S technology in this paper are mainly drawn on from the published papers. After introducing the basic concepts & theories of 3S and Resources & Environment Information technology, this paper particularly focuses on how Resources & Environment technology is applied in building XinJiang's Resources & Environment Information implementation. It can be divided into the stages of pre-processing TM images, digitizing the images, designing the system to testify GPS in the field, and establishing the spatial database. The differences among the differences technologies & approaches are also addressed. This paper discusses not only the concepts & theories in the all stages of the Resources & Environment Information System, but also the methods for improving the technologies and approaches. In short, it provides a integrative technology to form a regional Resources & Environment Information System. Finally, based on XinJiang's Resources & Environment Information System, from the view of land use & land cover patterns, the present situation of XinJiang's land resource is yzed in this paper, by employing the indexes of land use grade, cultivated level and NDVI (Normalized Difference Vegetation Index).
